The bombs appeared to target the east side of Austin, which predominantly consists of poorer, African-American and Latino residents. Austin police chief Brian Manley initially refused to classify Conditt as a terrorist, stating, "he does not at all mention anything about terrorism, nor does he mention anything about hate."
