How to fix this:

  1. Turn off the feature.
  2. Publish.
  3. Turn on the feature.
  4. Publish.

This makes me think this is related to the Javascript customizer transport, which is still in a state of development. Once that issue is resolved, check this issue on a fresh install.

If the issue does not appear, we'll consider this closed. If it reappears, we'll have to reopen it and find a root cause.
